quotumorgprecedent-logSaves a human's answer to a blocked Kanban question as a ruling for later workers. Shows rulings and vetoes in Desktop with confirmed retirement. Disclosure — Saves human rulings under HERMES_HOME/precedent-log/ and injects matching rulings into Kanban worker prompts; in the default enforce mode it vetoes a worker's kanban_block up to twice per task when an active ruling matches, which can leave a no-edit worker's card running (set precedent_log.veto: advisory to only annotate). In calls carrying a Kanban task marker on boards with active rulings it blocks execute_code and process stdin writes (precedent_log.guard: strict extends this to every marked worker and delegated subagent), and blocks worker commands that name its store. Reads four private Hermes board/delegation helpers (read-only, no core overrides) that may break on a core update. Desktop reads and retires rulings through host-routed gateway slash RPC, possibly to a remote gateway. No network calls, shell, credentials or telemetry in the plugin runtime; the bundled demo/ harness is opt-in and spawns subprocesses and provider calls when run.Communityautomation
